ACT 170- School Transformation

Act 170 of 2026 is a Vermont law focused on reshaping how public education is organized and supported across the state. The law creates a framework for greater regional collaboration, including the establishment of Cooperative Educational Service Areas (CESAs) and a statewide process for studying possible school district mergers. Its broader intent is to improve educational opportunities for students, strengthen access to programs and services, increase operational efficiency, support financial sustainability, and encourage greater equity across Vermont’s public education system. Act 170 does not automatically merge school districts; instead, it requires regional study and planning so communities can better understand the potential benefits, challenges, and implications of different governance and service-delivery structures.
